I contacted Google support and at their 2nd level support, I was told several people have had the same problem. Their solution is to go into safe mode and run the executable. Of course I can't because the Installer can't be started. I've been using Backup and Sync since it's beginning with no errors until now. Windows Installer does not work in Safe Mode. You need to have Windows 10 setup properly.
I am going to recommend you downgrade to Windows 10 Yes, not the best news you want to hear. These feature updates are not thoroughly engineered and are rushed mostly to meet deadlines.
They have become highly unnecessary in some instances. My opinion, focus on the apps and less on having the latest version of Windows. If your apps are working fine and you are getting your work done, minimize your need to jump on the latest release. Now, get ready to go back to your previous version. I recommend Windows 10 because its the most stable and efficient release to date.
Windows Update might attempt to upgrade to Windows 10 again. Do you know how to make it so I can install software in Safe Mode using Windows 10? For those not familiar, it is possible to boot Windows 10 into Safe Mode with networking using the bcdedit command and msconfig. I have an article on that already which you can refer to here. If the system is locking up constantly and randomly , this will be difficult to do and may require a few tries before it actually sticks. Once you are in Windows 10 safe mode you will need to modify the Windows Registry and then start the Windows Installer Service.

In cases like this it would be best if you had a second PC that I can connect to in order to provide instruction, especially if the system is locking up constantly even in Safe Mode. Simply contact me, briefly describing the issue and I will get back to you as soon as possible.

It just said cannot be started in safe mode, even from the command prompt. Same with me, followed all the steps and still says Windows Installer cannot be started in Safe Mode.
Okay, fixed now. This fixed for me as well. Rename the 2 new keys you added to MSIServer. I was then able to start the installer service in Safe Mode. Thanks very much! May I please ask your help…. I have a corrupt Java program that keeps making my programs crash that I use for work. I have tried to uninstall it the regular way and found you in my search.
